Mister Freeze ne parvient pas à oublier son épouse défunte. Il rêve de lui rendre la vie. Ancien scientifique spécialisé dans la cryogénisation, il s'est peu à peu transformé en un être hybride, incapable de supporter des températures normales. Il fait régner un froid mortel à Gotham City. Batman et Robin, aidés par la nièce du majordome, Batgirl, tentent de ramener une température plus clémente sur la région. Mais mister Freeze bénéficie du concours de Poison Ivy, une créature sensuelle, qui cherche à faire proliférer sur Terre ses redoutables plantes carnivores. Elle collabore à la construction d'un canon à congélation gigantesque construit par mister Freeze, après avoir, en vain, tenté de séduire Batman et Robin. La menace pèse sur la ville...
