I wouldn't see it as terribly tragic. But it must be acknowledged that the film has a serious problem in that it tries to show too much and connect incompatible elements. A spy movie mixed with traditional Chinese martial arts, with a bit of fantasy elements and unreal bars, pseudo-emotional scenes that have no effect, a big production and yet a constant feeling of cheapness. Story-wise, it's very disjointed.
