The problem is that you simply saw more similar films in the 80s or early 90s. It reminded me of "Kickboxer", or rather its sequel, which went downhill. This is also going downhill, even without Dudikoff, when it's not even worth mentioning the exceptional character from the first part. David Bradly is boring.
