Lorsqu'un accident mortel se produit sur des montagnes russes dans un parc d'attractions à Norfolk, Henry Calder, responsable de la sécurité, est chargé de l'enquête. Peu après, Calder apprend que le parc de Pittsburgh a été ravagé par un incendie. Il se rend alors à Chicago, où les directeurs des principaux parcs d'attractions tiennent une réunion d'urgence : l'un d'eux a reçu une cassette, sur laquelle un terroriste exige de recevoir 1 million de dollars, sans quoi d'autres parcs seront visés...
