The film opens in 1960, when the Belgian Congo (today’s Democratic Republic of Congo) gains independence. Historical facts, illustrated by documentary footage, are mixed with virtual history into a neo-colonial mockumentary about a time when the country experienced a decline in infrastructure, famine, and a sharp increase in government debt.
The only sounds are of jet fighters and rockets being launched, as the narration tells the true story of a German arms manufacturer that used the Congo to test its rockets.
