California prisons are in crisis. Inmates are dying at an unusually high rate, rehabilitation programs are minimal, and a federal receiver has taken control of the prison health care system. Prisons are severely overcrowded with 173,000 prisoners sleeping in gyms, dayrooms and classrooms and state prison facilities will likely run out of space by this time next year. California has the highest recidivism rate in the country: 70 percent of prisoners are re-imprisoned within three years. (texte officiel du distributeur)
