Haunted by the sight of hundreds of Jewish refugees outside his consulate, a Japanese diplomat stationed in Lithuania at the beginning of Second World War, must make a risky decision: to defy his own government’s orders and risk his career by issuing life-saving transit visas, or to obey orders and turn his back on humanity.
